  33. I don't think this is the same problem/solution as what I proposed.
  34. Once the doctor has made his estimate, I want the insurance company to
  35. either accept the price, give the money to the doctor, and stay out of
  36. the way; or not pay and have a different doctor deal with the patient.

  38. The current problem is that doctors have a blank check to which they
  39. can keep charging more and more to; so the insurance company needs to
  40. be kinda paranoid about what the doctor's doing.  If the just gave the
  41. doctor $x000.00 and told him to cure the patient, they wouldn't care
  42. what his temperature was every hour.
