- I don't think this is the same problem/solution as what I proposed.
- Once the doctor has made his estimate, I want the insurance company to
- either accept the price, give the money to the doctor, and stay out of
- the way; or not pay and have a different doctor deal with the patient.

- The current problem is that doctors have a blank check to which they
- can keep charging more and more to; so the insurance company needs to
- be kinda paranoid about what the doctor's doing. If the just gave the
- doctor $x000.00 and told him to cure the patient, they wouldn't care
- what his temperature was every hour.
