  21.     1) Simply because nobody has reported that they have been accused
  22.        of fraud, does not mean it has not happened.

  24.     2) It probably is quite rare for an insurance company representative
  25.        to accuse anyone of fraud outside of the context of legal
  26.        proceedings.  They are not stupid, and I am certain that they
  27.        understand the meaning of libel, as well as the value of not
  28.        letting on that they recognize fraudulent claims prior to those
  29.        proceedings.

  31.     3) I think that most readers would be reluctant to report their own
  32.        attempts to submit fraudulent claims.

  34. Do you intend to say that no fraud is ever committed on the part of the
  35. insurance industry's customer base when submitting claims?
