  16. I have the following problem. Suppose I publish a paper at a technical
  17. conference. Typically, the publisher owns the copyright but the author is allowed
  18. to privately distribute some copies. Further, the author is allowed to publish
  19. a similar paper as a technical report.

  21. I am trying to determine what the author can make available by anonymous
  22. ftp? i.e., can the author make a ps/dvi/tex file of the conference paper
  23. available by anonymous ftp? A ps/dvi/tex file of a similar technical report?
