  10. I need a little help.  Can anyone out there come up with ways that civil rights
  11. and civil liberties could be enforced??  Here is the catch...assume the 13th,
  12. 14th, and 15th Amendments had never been proposed or ratified.  I have some
  13. ideas, The Commerce Clause, Bill of Attainder etc., but I am looking for
  14. others.
