While I'm sure this activity falls into the normal category, I think
that it's important to discuss it with your sister-in-law.  It's hard
to tell from your description what the kids were doing and how much they
were acting as partners.  When there are sex partners involved, then
it is imperative that talks about AIDS and safe sex begin if they have
not already.  Parents are often the last people to see their kids as
sexual beings, and your sister-in-law needs to be alerted to the fact
that its time for some serious sex education.  Unfortunately, the
thread of AIDS makes it unwise to ignore evidence of sexual play.
