- Because if Tom wants a cat to use his lawn or flowerbeds for a toilet,
- or a hunting ground, he'll get one himself. The *owner* of a pet is
- responsible for them and any damage they cause. It is the owners'
- obligation to keep their pet under control, whether cat, dog, falcon,
- or snake. Part of that control is keeping their pet from annoying
- the neighbors--but there are many who won't go the tinyest bit out
- of their way to be a responsible neighbor.

- For a few years, I had to keep my front flowerbeds covered with
- chicken wire, to keep the cats out. It's not a trivial matter; I
- considered it annoying to have to do that, particularly since the
- inconvenience was due to someone elses' pet.
