  20. My comment was tongue-in-cheek only to the extent that my actual 
  21. cat control tool is a .22 rifle.  It is true that cats just do things
  22. like walking on the car and killing birds.  Dogs bite people and
  23. other critters do other antisocial things.  That is why there are leash
  24. laws.  My luck in getting neighbors to keep their pets up has been
  25. approximately zero.  I like to think of it as saving the pound the 
  26. trouble of catching and euthanazing the beast.
