  17. Taking the modem off-hook gives a busy indication to the calling party,
  18. freeing up (telco) switch resources faster than if you merely stopped
  19. answering the phone.  Also, those people calling long distance through
  20. unscrupulous long distance service providers (like Telesphere, MCI, Sprint,
  21. etc.) won't be hit so bad for ring-no-answers (charges for calls not
  22. completed).
