  17. For a Waffle used as a BBS, a busy signal presented to a caller
  18. is much better than an unanswered ring.  The busy indicates "yes,
  19. I got the right number, but the system's busy right now", whereas
  20. an extended ring "hmm, maybe there's no bbs here any more."
