  19. This is a collection of PostScript document files describing the
  20. Vietnamese Character Encoding standards, VISCII and VIQR, both in
  21. English and in Vietnamese.

  23. Vietnamese International Standard Code for Information Interchange
  24. (VISCII) is an 8-bit superset of ASCII, allowing full encoding of
  25. Vietnamese in precomposed form.  VISCII has been designed for maximum
  26. compatibility with existing MS-DOS, MS Windows, Unix and X-Windows
  27. software, allowing Vietnamese to be used with most existing software
  28. packages.

  30. VIQR (VIetnamese Quoted-Readable) is a 7-bit visual encoding scheme
  31. which allows Vietnamese to be transmitted over 7-bit electronic networks
  32. and mail channels, as well as to be readable on ASCII terminals.

  34. This version of VISC11PS.ZIP replaces the older version of the same
  35. name.  Only minor corrections in the text have been made.  The standards
  36. remain unchanged.
