  23. of voters...democracy means that MANY decisions are made by the majority
  24. of voters so long as these decisions don't interfere with the rights
  25. of individuals or minorities.  Unions are at best majoritarian...they
  26. are certainly not democratic entities....democracy is a limited form
  27. of governance which respects individual rights.
