-
- The rate of increase of transfer payments has been limited by the
- federal government...a rate of increase that remains larger than
- the rate of increase in overall program spending by the federal
- government (which means transfers have been treated less harshly
- than other federal spending), and the rate of increase in federal
- transfers has been maintained at above the rate of inflation.
-
- (Municipalities in Ontario would be so lucky to have received the
- same generous treatment by the provincial NDP government, who even
- has reneged on commitments it made for increased provincial to
- municipal transfers less than the rate of inflation, and much
- less than the rate of increase in program spending by the provincial
- NDP...Bob Rae...the ultimate hypocrite).
-
- Furthermore, the federal government has basically limited the increase
- in program spending over its term in office to the rate of inflation.
- Over the same period, program spending in Ontario has basically been
- going up at 10% a year from the mid-eighties onward...which is why
- when the recession hit, Ontario had no money in the till for a
- Keynesian stimilus, because instead of saving during the good times,
- it splurged.
-
- Bob Rae is basically arguing now that we should abandon the principle
- of equalization...that a have province like Ontario must receive the
- same share as have-not provinces like Quebec.
-
- Is the NDP for equalization or isn't it?
