- CAMBODIA PRESIDENT PROMISES ELECTION PARTICIPATION

- PHNOM PENH, CAMBODIA (JAN. 23) UPI - State President Chea Sim pledged during
- talks with Indonesian peace envoy Ali Alatas Saturday to take part in the
- forthcoming elections despite the refusal by the Khmer Rouge faction to
- participate, a government official said.
- Alatas, Indonesia's foreign minister and co-chairman of the Paris
- International Conference on Cambodia, arrived in Phnom Penh Friday for talks
- with Cambodian faction leaders after failing during a meeting in Bangkok to
- persuade Khmer Rouge leader Khieu Samphan to rejoin the U.N. peace process.
- The Phnom Penh regime, installed with the help of Vietnamese occupation
- forces, the Maoist-inspired Khmer Rouge and two non-communist resistance groups
- signed the Paris accord, aimed at ending 13 years of conflict in Cambodia.
- But the Khmer Rouge dropped out of the peace process in June, charging
- Vietnamese troops secretly remained in the country after Hanoi's official
- withdrawal from Cambodia in 1989 and demanding more power be transferred from
- the Phnom Penh regime to the four-faction Supreme National Council.
- It has also refused to participate in U.N.-supervised general elections.
- U.N. authorities have set a deadline of Jan. 31 for political parties to
- register for the elections.
