- (JAN. 19) PAC RIM INTELLIGENCE REPORT - Army Commander General Wimon Wongwanit
- spoke yesterday with reporters before leading an Army delegation on a visit to
- Vietnam. He said during the visit there will be discussions aimed at enhancing
- understanding and strengthening relations between the lower levels of the two
- countries' military establishment now that the two countries have exchanged
- military attaches, with emphasis on the role of the military and bilateral
- relations. He was confident that inter-military relations between the two
- countries will improve steadily. He said Vietnam wanted peace in the region,
- and he believed that the chances of a strong dispute will diminish if the
- respective
- military establishments have good relations with each other as a result of
- dialogue. Regarding whether good relations between the military would benefit
- other areas of relations, Gen. Wimon said in the discussions could solve
- matters in areas where the military has a role, adding that the military will
- not meddle in areas which belong to the Foreign Ministry.
- Asked about the role of military relations with foreign countries, Gen. Wimon
- said the military establishment in every country has similar thinking and
- traditions and it is easier for the soldiers to understand each other due to
- similar philosophy. If soldiers can talk to each other directly many problems
- could be solved. He said soldiers will not meddle in the political issues,
- except if they are security-related. The lessons learned from the problems
- with Burma, Malaysia, and Laos have shown that the problems can be solved more
- easily if the respective military establishments can talk with each other.
