  21. 0 - locked out of RELAY
  22. 1,2 - normal users - no distinction made by the RELAY code.
  23. 3 - a "general" user (poor choice of term) - has a few added abilities
  24. 4-7 - various levels of "relay op"
  25. 8,9 - Masterop.
