  31. Actually, there aren't any stages that are refered to as 'tribal'.  The
  32. third stage is the first Conventional stage and stresses interpersonal
  33. conformity so in a sense it may be related to 'tribal' behaviour.  There
  34. isn't a strong theoretical link between any of the stages and gang behaviour
  35. though.  I think you will also find that more people end up at stage 3
  36. than any of the higher, more 'desirable' or developed stages, at least in
  37. the general public.  There really aren't that many people in stages 4 and
  38. 5 and Kohlberg actually withdrew stage 6 as a stage that people actually
  39. attain.

  41. Mind you, I should add that I think Kohlberg's typology has it's
  42. limitations but even within those limitations I don't think the
  43. description of stage 3 as 'tribal' is valid.
