  16. Is there a public domain program for creating and exiting sound segments by
  17. altering the sound specs (i.e. frequency, attack, etc.)? I am not looking for a
  18. sampling through microphone type program.

  20. Also is there literature for the make up of the SND sound format that NeXT
  21. uses?
