  20.    STAC  (Science &  Technology Advisory  Council) composes  of expatriate
  21.    Filipino  scientists,   professionals  and  their  colleagues   and  is
  22.    organized by the Dept of  Foreign Affairs, Republic of the Philippines.
  23.    STAC-WG is a mailing list for  the working group to prepare the project
  24.    proposal for  the establishment  of STACnet.  The working group will,
  25.    among others things, :
  26.    (a)  develop STACnet objectives
  27.    (b)  propose a network structure
  28.    (c)  outline the status of email facilities and services in the
  29.         Philippines
  30.    (d)  provide an initial list of cooperating partners and participants
  31.    (e)  identify key partners
  32.    (f)  make a  proposal  of  selected activities,  which  may range  from
  33.         network   support  (installation   of   computer  facilities   for
  34.         communication, access and use of  existing facilities) to ideas on
  35.         how to use STACnet to support existing development programs of the
  36.         Philippines.

  38.    Dr. Federico M Macaranas coordinates this programme which has a central
  39.    focus is to use expatriate resources in key development programs of the
  40.    country.  STACs  members  thus  monitor  scientific  and  technological
  41.    developments  abroad, facilitate  technology transfer  and may  perform
  42.    consultancies or  provide assistance to  public and private  sectors in
  43.    the  Philippines.  Several  STACs  have been  established  abroad.  The
  44.    proposed STACnet would serve as the electronic arm of the STAC network.
  45.    It will  be a network  of people who can  communicate by email  and its
  46.    primary goal would be to  fortify the existing organizational structure
  47.    of STAC and its activities.
