  19.                  Toward a *Truly* Global Network

  21.    Computer-mediated communication networks are growing rapidly, yet
  22.    they are not truly global -- they are concentrated in affluent
  23.    parts of North America, Western Europe, and parts of Asia.
  24.  
  25.    GNET is an archive/journal for documents pertaining to the effort
  26.    to bring the net to lesser-developed nations and the poorer parts
  27.    of developed nations.  (Net access is better in many "third
  28.    world" schools than in South-Central Los Angeles).  GNET consists
  29.    of two parts, an archive directory and a moderated discussion.

  31.    Archived documents are available by anonymous ftp from the
  32.    directory global_net at dhvx20.csudh.edu (155.135.1.1).  To
  33.    conserve bandwidth, the archive contains an abstract of each
  34.    document, as well as the full document.  (Those without ftp
  35.    access can contact me for instructions on mail-based retrieval).

  37.    In addition to the archive, there is a moderated GNET discussion
  38.    list.  The list is limited to discussion of the documents in the
  39.    archive.  It is hoped that document authors will follow this
  40.    discussion, and update their documents accordingly.  If this
  41.    happens, the archive will become a dynamic journal.  Monthly
  42.    mailings will list new papers added to the archive.

  44.    We wish broad participation, with papers from nuts-and-bolts to
  45.    visionary.  Suitable topics include, but are not restricted to:

  47.       descriptions of networks and projects
  48.       host and user hardware and software
  49.       connection options and protocols
  50.       current and proposed applications
  51.       education using the global net
  52.       user and system administrator training
  53.       social, political or spriritual impact
  54.       economic and environmental impact
  55.       politics and funding
  56.       free speech, security and privacy
  57.       directories of people and resources
  58.
