- I was shelving the Foreign Relations of the United States, when I
- discovered a duplicate volume. I took down the shelved volume, compared
- the call numbers, and decided to keep the copy with the shipping list
- number written inside. I went to shelve this newer copy, and discovered
- that it was a tight fit. The reason: the newer volume was thicker than
- the older volume.
- I examined the two copies, and they contain the same amount of
- pages. The only differences are:
- 1) the thinner volume has browner pages, in comparison with the
- thicker volume. Also, the paper is thinner, and the print
- from the other side can be seen, as though the ink has
- already started to migrate through the paper.

- 2) the thicker volume's title page has a line at the top that reads:
- 84th Congress, 2nd Session - - - - - House Document No. 477, Vol. XIII

- which would place it in the Serial Set at 11939.

- We recataloged the annual reports in the Serial Set so that they
- would be shelved by agency.
- What I would like to know is this: When did GPO and Congress stop
- placing annual reports in the Serial Set; and What should be done with
- volumes that were written before the change, but were published afterwards
- (like Foreign Relations)?

- I will keep the larger volume, as it looks more archival, and
- since it is a Serial Set volume.
