  24.                  Toward a *Truly* Global Network

  26.    Computer-mediated communication networks are growing rapidly, yet
  27.    they are not truly global -- they are concentrated in affluent
  28.    parts of North America, Western Europe, and parts of Asia.
  29.  
  30.    GNET is an archive/journal for documents pertaining to the effort
  31.    to bring the net to lesser-developed nations and the poorer parts
  32.    of developed nations.  (Net access is better in many "third
  33.    world" schools than in South-Central Los Angeles).  GNET consists
  34.    of two parts, an archive directory and a moderated discussion.

  36.    Archived documents are available by anonymous ftp from the
  37.    directory global_net at dhvx20.csudh.edu (155.135.1.1).  To
  38.    conserve bandwidth, the archive contains an abstract of each
  39.    document, as well as the full document.  (Those without ftp
  40.    access can contact me for instructions on mail-based retrieval).

  42.    In addition to the archive, there is a moderated GNET discussion
  43.    list.  The list is limited to discussion of the documents in the
  44.    archive.  It is hoped that document authors will follow this
  45.    discussion, and update their documents accordingly.  If this
  46.    happens, the archive will become a dynamic journal.  Monthly
  47.    mailings will list new papers added to the archive.

  49.    We wish broad participation, with papers from nuts-and-bolts to
  50.    visionary.  Suitable topics include, but are not restricted to:

  52.       descriptions of networks and projects
  53.       host and user hardware and software
  54.       connection options and protocols
  55.       current and proposed applications
  56.       education using the global net
  57.       user and system administrator training
  58.       social, political or spriritual impact
  59.       economic and environmental impact
  60.       politics and funding
  61.       free speech, security and privacy
  62.       directories of people and resources
  63.
