They are accessiable through the Internet.  There are various surcharges
for Internet access added by the vendor (i.e. Dialog adds $3/hr, and I've
seen as high as $6/hr for other vendors).  Plus the cost of your Internet
connection, which depending on your Internet provider, which could pay
for an awful lot of TYMNET hours.  If you are getting an Internet connection
for other reasons, then the cost factor may not be as big an issue.

The bigger question is whether Corning, as a commercial company, can reach
them without crossing over networks with acceptable use restrictions.  You'll
need to work that out with your Internet connection provider.  Since the
services you listed are connected by different networks, you may find your
Internet provider can provide commercial access to only a subset.   More
and more networks are dropping their prohibition against commercial use,
but there are still a few out there with no commercial use policies.
