  18. Starting this winter, California fuels are oxygenated for lower (CO ?)
  19. emissions during cold-weather conditions.  I believe this started
  20. at the end of October and will end at the end of January.  I seem to
  21. recall this adds about 14 cents per gallon, but reduces winter smog
  22. by 30% or more.
