  25. Isn't it a bit early to march and rally?  Support, letters, and
  26. phone calls to Congress, the President, and the Pentagon, yes, by
  27. all means.  But this is looking to become a troublesome political
  28. engagement, Executive Order or no, and the anticipated Clinton
  29. action may yet prove Pyrrhic.
