  25.             ESTABLISHMENT OF THE NATIONAL ECONOMIC COUNCIL

  28.       By the authority vested in me as President of the United States
  29.  by the Constitution and the laws of the United States of America,
  30.  including sections 105, 107, and 301 of title 3, United States Code,
  31.  it is hereby ordered as follows:
  32.  
  33.       Section 1.  Establishment.  There is established the National
  34.  Economic Council ("the Council").
  35.  
  36.       Sec. 2.  Membership.  The Council shall comprise the:
  37.  
  38.       (a)  President, who shall serve as Chairman of the Council;
  39.  
  40.       (b)  Vice President;
  41.  
  42.       (c)  Secretary of State;
  43.  
  44.       (d)  Secretary of the Treasury;
  45.  
  46.       (e)  Secretary of Agriculture;
  47.  
  48.       (f)  Secretary of Commerce;
  49.  
  50.       (g)  Secretary of Labor;
  51.  
  52.       (h)  Secretary of Housing and Urban Development;
  53.  
  54.       (i)  Secretary of Transportation;
  55.  
  56.       (j)  Secretary of Energy;
  57.  
  58.       (k)  Administrator of the Environmental Protection Agency;
  59.  
  60.       (l)  Chair of the Council of Economic Advisers;
  61.  
  62.       (m)  Director of the Office of Management and Budget;
  63.  
  64.       (n)  United States Trade Representative;
  65.  
  66.       (o)  Assistant to the President for Economic Policy;
  67.  
  68.       (p)  Assistant to the President for Domestic Policy;
  69.  
  70.       (q)  National Security Adviser;
  71.  
  72.       (r)  Assistant to the President for Science and Technology
  73.  Policy; and
  74.  
  75.       (s)  Such other officials of executive departments and agencies
  76.  as the President may, from time to time, designate.
  77.  
  78.       Sec. 3.  Meetings of the Council.  The President, or upon his
  79.  direction, the Assistant to the President for Economic Policy ("the
  80.  Assistant"), may convene meetings of the Council.  The President
  81.  shall preside over the meetings of the Council, provided that in his
  82.  absence the Vice President, and in his absence the Assistant, will
  83.  preside.
  84.  
  85.       Sec. 4.  Functions.  (a)  The principal functions of the Council
  86.  are:  (1) to coordinate the economic policy-making process with
  87.  respect to domestic and international economic issues; (2) to
  88.  coordinate economic policy advice to the President; (3) to ensure
  89.  that economic policy decisions and programs are consistent with the
  90.  President's stated goals, and to ensure that those goals are being
  91.  effectively pursued; and (4) to monitor implementation of the
  92.  President's economic policy agenda.  The Assistant may take such
  93.  actions, including drafting a Charter, as may be necessary or
  94.  appropriate to implement such functions.

  96.       (b)  All executive departments and agencies, whether or not
  97.  represented on the Council, shall coordinate economic policy through
  98.  the Council.

  100.       (c)  In performing the foregoing functions, the Assistant will,
  101.  when appropriate, work in conjunction with the Assistant to the
  102.  President for Domestic Policy and the Assistant to the President for
  103.  National Security.
  104.  
  105.       (d)  The Secretary of the Treasury will continue to be the
  106.  senior economic official in the executive branch and the President's
  107.  chief economic spokesperson.  The Director of the Office of
  108.  Management and Budget, as the President's principal budget
  109.  spokesperson, will continue to be the senior budget official in the
  110.  executive branch.  The Council of Economic Advisers will continue its
  111.  traditional analytic, forecasting and advisory functions.

  113.       Sec. 5.  Administration.  (a)  The Council may function through
  114.  established or ad hoc committees, task forces or interagency groups.
  115.  
  116.       (b)  The Council shall have a staff to be headed by the
  117.  Assistant to the President for Economic Policy.  The Council shall
  118.  have such staff and other assistance as may be necessary to carry out
  119.  the provisions of this order.

  121.       (c)  All executive departments and agencies shall cooperate with
  122.  the Council and provide such assistance, information, and advice to
  123.  the Council as the Council may request, to the extent permitted by
  124.  law.
