  20.                 Statement of Vice President Al Gore

  22.       Today, we are sending a clear message to the special interests
  23.  who used the Council on Competitiveness as a back-door to avoid the
  24.  law. That back door is closed. No longer will special interests
  25.  receive special favors. No longer will our laws be ignored or
  26.  undermined. No longer will decisions that should be made in public be
  27.  made in private. In this Administration everyone will play by the
  28.  rules and public decisions will be public information.

  30.       The Council on Competitiveness was founded on a false choice;
  31.  that the interests of workers, consumers, and the environment
  32.  conflict with the goal of economic growth. And, rather than
  33.  reconciling those objectives in public, the past Administration used
  34.  the Council on Competitiveness as an excuse for special favors for
  35.  narrow interests and back-room decisions. We are committing ourselves
  36.  to a process that will serve the American people honestly, openly,
  37.  and with respect for the law and their safety.

  40.  policies that recognize we must ensure environmental protection to
  41.  have strong economic growth.
