  19. As a general rule, yes. This seems to be an exception. But we have no
  20. indication that Bilbo and Frodo went to Valinor proper; my reading is
  21. that they went to Tol Eressea (aka "Elvenhome"), an island near
  22. Valinor.  This may count as a "suburb" of the Undying Lands, and the
  23. restriction may be less rigorous.
