  21. My fear is not that he will break most of his promises, but rather that
  22. he will keep most of them.  Taking from each according to his abilities
  23. and giving to each according to his needs is fundamental to Mr.
  24. Clinton's philosophy.  It was also fundamental to other social orders
  25. that fell apart when those trying to impose them realized that they 
  26. didn't work in real life.  Earlier this week, Mr. Rogers (of neighborhood
  27. fame) presented Mr. Clinton with a toy trolley.  Mr. Clinton's response was
  28. something about how nice it would be if we all could live in Mr. Rogers'
  29. neighborhood.  What most people probably didn't realize was that on the tv
  30. show, the trolley transports everyone to the land of make believe.
