- Lest people think I've dropped off the face of the Earth,
- I'm reporting in to let folks know that all is well. I've been
- very busy the past few weeks with a number of items and, as a result,
- haven't been on the net.

- First off, I am leaving the ranks of independent contractordom:
- starting Monday (tomorrow) I begin work as the manager of the Atlantic
- Research Corp. presence at Crane Naval Surface Warfare Center. In
- the "for what it's worth" department, ARC has a drug testing policy
- that appears to remain essentially unemplemented. Somewhere down the
- road, I plan on introducing the idea of impairment testing -- for
- now my primary goal is establishing myself seeing that things function
- smoothly during the transition into what I have jokingly referred to
- as the "Hager Dynasty".

- But, enough about me. On the drug front, I've begun the
- initial phases of lobbying on HB 1047, a bill before the Indiana
- legislature that increases penalties for cultivation of marijuana
- and adds a 6-month to 2-year driver's license suspension for any
- marijuana conviction (the so-called "smoke a joint, lose your
- license" law). I spoke to the committee chairman, Jesse Villalpando
- (I think I spelled that right) who didn't really know anything about
- the bill and whose response upon hearing my description was incredulity
- that license suspension was to be a part of it. While this might
- seem to be a hopeful sign, my guess is that he and others who might
- personally think the bill is stupid will, nonetheless, sign on to it
- when the time comes.

- In order to make a case against this bill, I'd be interested
- in any information people might have with regard to marijuana and
- auto accident rates. I'd also be interested in the costs borne by
- states having similar laws. Also, what is the status of Federal
- law -- is there a mandated loss of highway funds if states refuse
- to pass this law?

- Although I'd like to head up a delegation of people to
- appear at the hearings, my new job may preclude my direct participation
- so I may, instead, put together a position paper which can be read
- into the record. I'd appreciate any thoughts netters might have on
- this. Post or e-mail.

- On other fronts, the HCRC is no longer holding meetings.
- We are trying to decide whether we should become a part of NORML
- now that Dick Cowans is in charge or merge with a possible drug
- policy group that is still in the germination stage. Those of
- us who have been the core of HCRC feel that the character of the
- organization needs to change if we are to continue to progress.
- I'll keep the net informed about this as matters develop.
