  24. I don't believe this is correct. The administration is not paid to
  25. decide how and if individuals will publish public information. When it
  26. makes such decisions, it exceeds and abuses its authority. The victim
  27. of such an abuse is under no moral obligation to submit while the
  28. matter is decided via "normal channels".
