  39. It is not my conviction that theories precede facts, but   
  40. it is the rule of the game that we choose to look for a fact  
  41. according to a theory in our scientific activities ... just  
  42. because we want to know what we are talking about and what  
  43. we expect to observe and be in agreement in our language  
  44. when we use it during and after and before we set up   
  45. an experimentation again in accordance with the theory  
  46. that we agreed on to simplify our communications in  
  47. our scientific activities..
