- Your fundamental problem is not frequency coverage, but the fact that
- aircraft communication uses AM, not FM! So you'd have a double whammy to
- deal with.

- Probably you'd want to start with an old transistor portable, where you
- could modify things at the component level -- the tiny newer guys are more
- likely to have most of the receiver integreated onto a chip. You could
- probably pretty easily tune the thing higher, and replace the FM
- discriminator with an AM detector.

- get an older scanner for peanuts?
