  14. I read in the Pennsylvania Driver's Manual (December 1991 edition) that you
  15. need to show your Social Security card to obtain a learner's permit and also
  16. for the real driver license.

  18. Is this mandatory or optional?  If it is mandatory, does the application
  19. forms follow the Privacy Act of 1974 and tell me why the state needs my
  20. Social Security number?

  22. I'm very interested because I'm about to get a license but am loathe to give
  23. out my social security number to anyone who shouldn't require it.
