  31. I have stated (a number of times) that we do NOT all have the same access
  32. to education in Quebec.

  34. Chapter viii of Bill 101, and the fact that paragraph 23(1)(a) of the 
  35. Canadian Charter of Rights and Freedoms is not applicable in Quebec,
  36. make it legally possible for about 12,000 English speaking children in
  37. this province to be DENIED access to education in their own language
  38. schools. (If the parents attempt to obtain their certificate of 
  39. eligibility for instruction in English the children are actually
  40. "declare' ineligible pour l'instruction en anglaise" !!!!)
