  15.   I obtained a book from the National Association of Broadcasters (NAB) about
  16. five years ago entitled 'Building or Buying a Broadcasting Station', or
  17. something close to that... it provided an exemplary overview of the process,
  18. including the decision of whether to build or buy (probably a moot point now -
  19. when I left radio in 1989, the number of available licences was dwindling at a
  20. furious rate).

  22.   Minorities and women receive preferential treatment from the FCC when
  23. applying for a license (even if you buy an existing station, you must still
  24. apply to the FCC to assume ownership of the license).

  26.   The biggest problem with buying a station is the financing... since the onyl
  27. thing a station really 'owns' that's worth anything is it's FCC license, and
  28. since the licence can't be transferred without FCC aprroval (i.e. banks can't
  29. take posession of the license in a foreclosure), most lending institutions are
  30. extremely reluctant to make loans for this kind of purchase.  There are
  31. exceptions, and even a few that specialize in loans of this type - but you'll
  32. need help finding them.  My list is more than five years out of date.

  34.   I would suspect that the NAB still has publications of this type available;
  35. my copy cost about $65 US back then.
