And most voters will want tobacco tax revenue to go to whatever will
reduce their personal tax bill, which is Carl's whole point:

Anybody that believes a tax on tobacco products will go specifically to
health care costs caused by smokers is living in a fantasy.  Tax is
tax, it is money given to the government, which is certain to be pissed
away, and in no logical fashion.
