  38. They _are_ known for totalitarianism, propaganda, illogic,
  39. draconian punishment all out of proportion to the offense, etc.  Much 
  40. like Drug Warriors.  Fund enough studies, ignore the ones that
  41. don't have the "right" conclusion, juggle a few statistics, and
  42. you can have "evidence" to back up what you wanted to do anyway.
  43. Make it a public virtue to behave the "right" way, get
  44. advertisers and legal drug merchants to fund the Partnership for
  45. a Truth-Free America, and sell your mission on network TV for $0.
  46. Pretty soon "everybody knows" much that just ain't so.  And since
  47. "everybody knows", they all goosestep perfectly toward a foregone
  48. conclusion.

  59. "A few dollars" (hundreds of thousands) came out of a fund
  60. collected exclusively FROM motorcyclists, supposed to be
  61. exclusively FOR motorcyclist education.  The concept of having
  62. those who need services pay for those services.  Gov. Edgar and
  63. the legislature forgot that those dollars WEREN'T THEIRS TO
  64. SPEND!  They were (should have been) property of people who have
  65. IL motorcycle licenses; those people wanted them spent on rider
  66. education and accident prevention.

  68. The _point_ was that once you give money to the government, you
  69. have absolutely no control over how it's spent, despite any
  70. advance promises about the target of your money.

  72. BTW - as someone else pointed out, the 2/93 American Motorcyclist
  73. reports that the legislature overrode Edgar's veto, and those
  74. funds will now be protected.  For now.  Hooray.  Remember the
  75. quote "Neither life, liberty, nor property are safe when the
  76. legislature's in session". [I don't recall the author.]
