- ARMED MEN IN MILITARY UNIFORMS ATTACKED
- MIRNA PERLA DE ANAYA AND HER CHILDREN

- The Commission for the Defense of Human Rights in Central
- America (CODEHUCA), regional organization with Consultive
- Status Category II in the United Nations, received
- information from the non-governmental Human Rights Commission
- of El Salvador (CDHES), about the attack on Mirna Perla de
- Anaya (CODEHUCA's vice president and former General
- Coordinator) and her children when they were on their way to
- Suchitoto, in El Salvador.

- MIRNA PERLA DE ANAYA'S TESTIMONY:
- On January 3 of this year, at 7.15 pm, at a place
- called La Pedrera, on the highway from San Salvador to
- Suchitoto, six men dressed in dark clothes, military
- style, with military caps and guns, made me stop. They
- used a red light so I thought it was the police. They
- all had their faces covered and told us to raise our
- hand and get out of the car. They fired some 12 times.

- One bullet entered the car close to the back tire,
- wounding my son Miguel Ernesto (15 years old); I could
- not see his wound until we reached the hospital in
- Suchitoto where they treated him. Luckily he does not
- have any muscle or organ damage, but they had to suture
- him as the splinter entered, left and re-entered his
- right side. It really gave us a fright.

- CODEHUCA expresses its profound concern as there are
- many members of the security forces who have not yet been
- purged, according to the Peace Accords, and there continue to
- occur numerous attacks against the lives of the civil
- population. In our opinion this is the result of government
- delays in purifying the Armed Forces, allowing the same
- Forces to continue acting with impunity.

- According to information received from residents of the
- repopulations (areas where ex-guerillas and internally
- displaced persons are living) these kinds of attacks occur
- frequently. For instance, one of the residents of "Ciudadela
- Guillermo Ungo" suffered an attack at the end of December,
- 1992, by persons who apparently were members of the Anti-Drug
- Unit. The description of the assailants in this case resemble
- the description of the armed men who attacked the car of
- Mirna Perla de Anaya.

- We request the solidarity network and the international
- community:
- to demand from the Salvadoran government to investigate
- thoroughly the attack on Mrs. Perla de Anaya, to find those
- responsible for the attack. At the same time that they take
- measures to protect the residents of the Ciudadela Guillermo Ungo
- and respect the human rights of all Salvadorans;
- to demand that President Cristiani comply with the Peace
- Accords, especially the purification of the Armed Forces,
- responsible for most human rights violations and crimes against
- humanity during the period from 1980-1991.

- The government of Cristiani is in clear violation of the
- Accords, having hardly begun to fire or replace the 110 Army
- official, including General Ponce and Colonel Zepeda (Minister and
- Vice-Minister of Defence), as demanded by the Ad Hoc Commission,
- under the auspices of the United Nations. This process of
- purification was to have been completed by December 31, 1992.
