  27.           ARMED MEN IN MILITARY UNIFORMS ATTACKED
  28.            MIRNA PERLA DE ANAYA AND HER CHILDREN

  30. The Commission for the Defense of Human Rights in Central
  31. America (CODEHUCA), regional organization with Consultive
  32. Status Category II in the United Nations, received
  33. information from the non-governmental Human Rights Commission
  34. of El Salvador (CDHES), about the attack on Mirna Perla de
  35. Anaya (CODEHUCA's vice president and former General
  36. Coordinator) and her children when they were on their way to
  37. Suchitoto, in El Salvador.

  39. MIRNA PERLA DE ANAYA'S TESTIMONY:
  40.      On January 3 of this year, at 7.15 pm, at a place
  41.      called La Pedrera, on the highway from San Salvador to
  42.      Suchitoto, six men dressed in dark clothes, military
  43.      style, with military caps and guns, made me stop. They
  44.      used a red light so I thought it was the police. They
  45.      all had their faces covered and told us to raise our
  46.      hand and get out of the car. They fired some 12 times.

  48.      One bullet entered the car close to the back tire,
  49.      wounding my son Miguel Ernesto (15 years old); I could
  50.      not see his wound until we reached the hospital in
  51.      Suchitoto where they treated him. Luckily he does not
  52.      have any muscle or organ damage, but they had to suture
  53.      him as the splinter entered, left and re-entered his
  54.      right side. It really gave us a fright.

  56.      CODEHUCA expresses its profound concern as there are
  57. many members of the security forces who have not yet been
  58. purged, according to the Peace Accords, and there continue to
  59. occur numerous attacks against the lives of the civil
  60. population. In our opinion this is the result of government
  61. delays in purifying the Armed Forces, allowing the same
  62. Forces to continue acting with impunity.

  64.      According to information received from residents of the
  65. repopulations (areas where ex-guerillas and internally
  66. displaced persons are living) these kinds of attacks occur
  67. frequently. For instance, one of the residents of "Ciudadela
  68. Guillermo Ungo" suffered an attack at the end of December,
  69. 1992, by persons who apparently were members of the Anti-Drug
  70. Unit. The description of the assailants in this case resemble
  71. the description of the armed men who attacked the car of
  72. Mirna Perla de Anaya.

  76.      We request the solidarity network and the international
  77. community:
  78.      to demand from the Salvadoran government to investigate
  79. thoroughly the attack on Mrs. Perla de Anaya, to find those
  80. responsible for the attack. At the same time that they take
  81. measures to protect the residents of the Ciudadela Guillermo Ungo
  82. and respect the human rights of all Salvadorans;
  83.      to demand that President Cristiani comply with the Peace
  84. Accords, especially the purification of the Armed Forces,
  85. responsible for most human rights violations and crimes against
  86. humanity during the period from 1980-1991.

  88.      The government of Cristiani is in clear violation of the
  89. Accords, having hardly begun to fire or replace the 110 Army
  90. official, including General Ponce and Colonel Zepeda (Minister and
  91. Vice-Minister of Defence), as demanded by the Ad Hoc Commission,
  92. under the auspices of the United Nations. This process of
  93. purification was to have been completed by December 31, 1992.
