- I'm wondering about what kinds of development utilities there are for
- the GS.

- I'm intrested in forming a call for technology type of organization
- for the GS. IT would be sort of like saying that this and this is
- needed to be done. OSF sort of works like this. Every member pays a
- fee. This fee goes into a fund. Every so often, people submit papers
- or proposals. This proposal is reviewed by a board which decides
- which project will get funded. Being funded, the project now has
- incentive to do some work. Being a member entitles all the members to
- profit from the work by recieving copies of all work done as part of
- the group. What happens, is that everyone benifits.

- I think we all kind of have an idea of what type of work needs to be
- done for the GS, but feel a little slugish to get to work on it.
- Being presured to do it would be a great way to get the work done.
