- I believe this is because the rest of the colors are supposed to be
- "free" colors so different programs can allocate them and change them
- as needed. So your lower 8 colors are locked by the system, and the
- rest are 'available'. When a particular program starts up and asks
- for 42 colors so it can do something, it locks 42 free colors and
- changes them as needed. Then some other program can ask for 10
- colors, etc. If you set all the colors yourself, programs would have
- to run in the colors you specified, rather than the colors they need.
