  18. Aha.  So it's not arrogant, just stupid.  (Lumping all governmental
  19. agencies all over the world into one flat name space sounds pretty
  20. stupid IMHO.)  However, stupid would be more forgivable because it
  21. may just mean that they didn't think this through in the early days.
