- This is not a new event in the history of L.A. I think I
- remember similar attempts as early as 1966. Of course
- desegregation, teacher contracts and the like got in the
- way. Subsequent, and varying forms of, restructuring (areas
- and the like) were tried as well. There is no reason to
- believe that such efforts will get all that far now, except
- as the ethnic communities decide to take control.
