  16. This is not a new event in the history of L.A.  I think I
  17. remember similar attempts as early as 1966.  Of course
  18. desegregation, teacher contracts and the like got in the
  19. way.  Subsequent, and varying forms of, restructuring (areas
  20. and the like) were tried as well.  There is no reason to
  21. believe that such efforts will get all that far now, except
  22. as the ethnic communities decide to take control.
