  22. I think that there should be a sentence or two in the charter itself
  23. that explains the problems of nomenclature we've been discussing and
  24. what "native" means in the context of the group.  It seems that "native"
  25. is the easiest word for the naming of the group, but the charter should
  26. make it as clear as possible that surviving indigenous cultures of
  27. the world are the main subject of discussion; it should in fact cover
  28. all of the names we've been throwing around, like "aboriginal" and 
  29. "first nation," etc.  What do you think?
