  21. UN brokers rotten "peace" in Mozambique

  25. The United Nations Security Council has voted to send 4,250 
  26. troops and 1,200 observers to Mozambique.  Their mission is 
  27. described as peace-keeping--but it is a peace that is intended to
  28. give legitimacy to the bloody mercenary army that has brought 
  29. mayhem and massacres to Mozambique for 15 years.

  31. The UN forces will supervise elections to be held some time next 
  32. year. The Mozambican government of Joaquin Chissano reluctantly 
  33. agreed to them last October after 15 years of relentless 
  34. destruction carried out by RENAMO, a white racist-led mercenary 
  35. force.

  37. The UN forces will be responsible for overseeing the assembly, 
  38. disarmament and demobilization of 110,000 government soldiers as 
  39. well as of RENAMO forces. Another task is supposed to be 
  40. reintegrating 5-6 million refugees and displaced persons out of a
  41. total population of 18 million.

  45. RENAMO was originally set up in 1976 by the racist Rhodesian 
  46. government to attack Mozambique in retaliation for its support of
  47. the liberation struggle of Zimbabwe (Rhodesia). When the 
  48. Rhodesian regime fell, South Africa took over the direction of 
  49. RENAMO, providing logistical support and advanced military 
  50. hardware.

  52. Whether Rhodesia or South Africa was in charge, RENAMO engaged in
  53. acts of wanton brutality and senseless destruction that were 
  54. widely condemned. What RENAMO couldn't do, South Africa did 
  55. itself. For example, South Africa, using advanced technology, 
  56. lured the plane of Mozambican President Samora Machel into South 
  57. African air space, where it crashed, killing him and a number of 
  58. his closest advisers.

  60. The UN brokered the same kind of deal earlier this year in 
  61. Angola. There, however, the mercenary group UNITA--which was 
  62. created and financed by South Africa and the U.S.--lost the 
  63. election. It then attempted to win power through a military coup.

  65. The Angolan government of the MPLA, which wrested independence 
  66. from Portugal in 1974, won the election by politically arming its
  67. cadres, uniting a majority of the progressive forces in the 
  68. country, and vigorously going to the masses. When UNITA moved its
  69. armed forces into the capital of Luanda to prepare for a coup, 
  70. the MPLA called on all the veterans of the struggle against the 
  71. Portuguese to take up arms again.

  73. They drove UNITA out of Luanda, capturing a good fraction of its 
  74. top leadership. UNITA is still threatening to re-ignite the civil
  75. war in Angola, but it doesn't control Luanda.

  77. RENAMO is very likely to follow the same strategy as UNITA: Try 
  78. to win the election with the big bucks it gets from South Africa.
  79. If RENAMO loses, it is likely to try to shoot its way to power. 
  80. And judging by what happened in Angola, the imperialist Western 
  81. countries that talk so much about peace will be egging it on.
