  19. The International Secretariat of OMCT/SOS-Torture calls upon you to
  20. intervene on behalf of the following situation in Peru:
  21. Brief description of the situation
  22. The CEAPAZ (Centro de Estudios y Accion para la Paz) and APRODEH
  23. (Asociacion Pro Derechos Humanos), members of the network of
  24. SOS-Torture, and other national and international organisations, have
  25. voiced their concern about the development of the situation in the
  26. country.  The information received draws particular attention to the
  27. situation of insecurity affecting members and leaders of certain
  28. civilian organisations, particularly trade unions.
  29. 1 /   On 18 December 1992, at about 08:45 hours, eight heavily armed
  30. individuals killed Mr. Pedro HUILCA TECSE, the Secretary General of
  31. the "Confederacion General de Trabajadores del Peru" (General
  32. Confederation of Peruvian Workers) and the Secretary General of the
  33. "Federacion Nacional de Trabajadores de la Construccion Civil"
  34. (National Federation of Civilian Construction Workers).  During the
  35. incident, the victim's son, Julio Cesar HUILCA, aged 18, was injured.
  36. According to the information, a few days earlier, various trade union
  37. leaders, including Mr. HUILCA TECSE, had organised a general
  38. Conference during which the workers who attended unanimously
  39. condemned the situation of violence in the country, and the
  40. responsibility of the group the "Shining Path" as well as that of the
  41. governmental authorities in this same violence, which affects workers
  42. in particular.
  43. The death of Mr. HUILCA TECSE in the circumstances described above,
  44. gives rise to particular concern for the safety and lives of other
  45. trade union leaders, especially those who participated in the above
  46. mentioned Conference.
  47. 2 /   In addition to this, there are also serious concerns for the
  48. safety and physical and psychological integrity of the family of
  49. General (r) Jose PASTOR VIVES, his wife Mrs. Rosa del Pilar de PASTOR
  50. and their four children.
  51. According to the information received, Mrs. Rosa del Pilar de PASTOR
  52. has declared that on two occasions unidentified individuals made
  53. telephone calls  to her to announce that they had planted explosives
  54. in her house and urged her to abandon her home.  According to the
  55. victim, this intimidation is the result of her efforts to ensure her
  56. that her husband's rights are respected.
  57. This situation seems to have originated with the detention of various
  58. officials (both retired and active) from the armed forces, among them
  59. the General (r) Jose PASTOR VIVES, shortly after the President of the
  60. Republic accused them of conspiring against the Government.
  61. Action requested
  62. Please write to the Peruvian authorities demanding that they take all
  63. measures in their power to put an end to the climate of intimidation,
  64. threats and insecurity threatening the population, and particularly
  65. members and leaders of trade unions and other civilian organisations,
  66. as well as Mrs. Rosa del Pilar de PASTOR and her children. Exhort
  67. them to open thorough and impartial inquiries into the incidents
  68. mentioned above in order to establish responsibility, identify the
  69. perpetrators and punish them in accordance with the law. Insist that
  70. they ensure the respect for human rights and fundamental freedoms in
  71. the country at all times.
