- The International Secretariat of OMCT/SOS-Torture calls upon you to
- intervene on behalf of the following situation in Peru:
- Brief description of the situation
- The CEAPAZ (Centro de Estudios y Accion para la Paz) and APRODEH
- (Asociacion Pro Derechos Humanos), members of the network of
- SOS-Torture, and other national and international organisations, have
- voiced their concern about the development of the situation in the
- country. The information received draws particular attention to the
- situation of insecurity affecting members and leaders of certain
- civilian organisations, particularly trade unions.
- 1 / On 18 December 1992, at about 08:45 hours, eight heavily armed
- individuals killed Mr. Pedro HUILCA TECSE, the Secretary General of
- the "Confederacion General de Trabajadores del Peru" (General
- Confederation of Peruvian Workers) and the Secretary General of the
- "Federacion Nacional de Trabajadores de la Construccion Civil"
- (National Federation of Civilian Construction Workers). During the
- incident, the victim's son, Julio Cesar HUILCA, aged 18, was injured.
- According to the information, a few days earlier, various trade union
- leaders, including Mr. HUILCA TECSE, had organised a general
- Conference during which the workers who attended unanimously
- condemned the situation of violence in the country, and the
- responsibility of the group the "Shining Path" as well as that of the
- governmental authorities in this same violence, which affects workers
- in particular.
- The death of Mr. HUILCA TECSE in the circumstances described above,
- gives rise to particular concern for the safety and lives of other
- trade union leaders, especially those who participated in the above
- mentioned Conference.
- 2 / In addition to this, there are also serious concerns for the
- safety and physical and psychological integrity of the family of
- General (r) Jose PASTOR VIVES, his wife Mrs. Rosa del Pilar de PASTOR
- and their four children.
- According to the information received, Mrs. Rosa del Pilar de PASTOR
- has declared that on two occasions unidentified individuals made
- telephone calls to her to announce that they had planted explosives
- in her house and urged her to abandon her home. According to the
- victim, this intimidation is the result of her efforts to ensure her
- that her husband's rights are respected.
- This situation seems to have originated with the detention of various
- officials (both retired and active) from the armed forces, among them
- the General (r) Jose PASTOR VIVES, shortly after the President of the
- Republic accused them of conspiring against the Government.
- Action requested
- Please write to the Peruvian authorities demanding that they take all
- measures in their power to put an end to the climate of intimidation,
- threats and insecurity threatening the population, and particularly
- members and leaders of trade unions and other civilian organisations,
- as well as Mrs. Rosa del Pilar de PASTOR and her children. Exhort
- them to open thorough and impartial inquiries into the incidents
- mentioned above in order to establish responsibility, identify the
- perpetrators and punish them in accordance with the law. Insist that
- they ensure the respect for human rights and fundamental freedoms in
- the country at all times.
