  24. san jose, dec 17 (ips) -- the guatemalan army conducted ''scorched
  25. earth'' operations in indigenous communites of the north-east
  26. quiche province, the central american commission in defense of
  27. human rights (codehuca) reported thursday.

  29. according to the codehuca communique, the army operation, begun
  30. nov. 21, totally destroyed the infrastructure in the communities
  31. of cuarto pueblo and los angeles.

  33. ''the army razed everything, set fire to the houses, killed
  34. domestic and farm animals, and destroyed all the household
  35. appliances and tools,'' the san jose-based human rights
  36. organisation reported.

  38. ''in addition, they robbed valuable objects and destroyed the
  39. communities agricultural fields.''

  41. compiled in coordination with the guatemalan commission for human
  42. rights, the codehuca communique states that the communities of
  43. cuarto pueblo and los angeles were completely destroyed and its
  44. inhabitants have sought refuge in the surrounding mountains and in
  45. neighbouring chiapas, mexico.

  47. codehuca denounced the guatamalan government's failure to comply
  48. with the ''esquipulas ii accord,'' which calls for an end regional
  49. violence and provides incentives for rural residents and refugees.
