  18. Recently, a bid has been made to buy WJMO-AM/FM, owned by United Broadcasting
  19. of Maryland, by Zapis Communications, a local company which owns WZAK-FM, 
  20. Cleveland's #1 urban contemporary station. WJMO-AM plays classic soul, and
  21. WJMO-FM plays dance music (hip-hop and top-40, as opposed to WENZ which plays
  22. some alternative dance music such as Nine Inch Nails and New Order). The AM's
  23. market is mainly older black listeners, and the FM's market is a mixed,
  24. younger audience (but judging from the callers and the DJ's, I would say the
  25. audience is more white than black). 'ZAK has been the #1 urban station in
  26. Cleveland for years, and has won many awards; program director Lynn Tolliver
  27. and music  director Bobby Rush have won awards from... Billboard? (not sure,
  28. I believe it's Billboard)... for quite a few years running, for being the
  29. best in the country in their format. They are black. The owner of Zapis
  30. Communications  and WZAK, Xenophon Zapis, is white. And therein lies a
  31. problem.

  33. Zapis Communication's application to the FCC has been challenged by a number
  34. of civil-rights groups, among them the Southern Christian Leadership Conference
  35. and the NAACP. Zapis claims that Rush and Tolliver will hold a controlling  
  36. interest in the WJMO stations after the purchase, but there is some question 
  37. as to whether this is not just a front and whether Xen Zapis won't actually 
  38. end up with the aforementioned controlling interest. There was also a flap
  39. over whether 'ZAK really serves the community; there was a promotion which has
  40. been repeatedly mentioned in the papers where listeners were told to come
  41. to WZAK's downtown studios wearing underwear on their head. The point was that
  42. it was "demeaning to the black community." [Author's Note: Come on. Anyone who
  43. walks around a major downtown metorpolitan area with underwear on their head 
  44. deserves any ridicule they get, whether they're doing it in support of a radio
  45. station or not. The station did not force the listeners to do this. However,
  46. that's besides the point.]

  48. There was a similar flap with sports station WKNR-AM which was sold by
  49. Nationwide Communications to a minority-owned company which later sold it
  50. to Cablevision.

  54. (There are rumors that there might be another AM-FM-FM group in Cleveland
  55.  besides this one. Do setups like this really serve the public, or are they
  56.  just unfair barriers to competition?)
