  20. It is self-censorship and censorship imposed by commercial sponsors.  I
  21. have seen bare female breasts on commercial TV (e.g., a local station once
  22. showed "All that Jazz" uncut).  PBS, not suffering from the sponsorship
  23. problem (as much), regularly shows full or partial nudity.
