  16. The discussion has so far ignored the dominant failure mode of
  17. Celestial Navigation - namely foul weather.  If you can't see the sky
  18. or the horizon, celestial is down!  And, in the midst of the storm,
  19. its awefully nice to know where the hard stuff is!
