  19. The delay rule is probably a good idea, since not all news readers
  20. follow what is going on in the groups day by day.  If the cbip.archives
  21. group were to be deleted immediately, there would be a large outcry of
  22. people over the next few weeks, wondering what happened to that group
  23. they liked to read occasionally?  It just disappeared!  These people
  24. need time to come around to the group and be told that the group is
  25. being moved, and that they should change their subscriptions
  26. accordingly.
